Description

TITLE/POSITION:        Fiscal Research Analyst (Maldivians Only)
LEVEL OF EFFORT:    Up to 1 year with option of extension subject to the agreement of the Ministry 
of Finance and concurrence by USAID 
WORKSTATION:     Ministry of Finance, Maldives
PERIOD OF PERFORMANCE:     On/a April 2022 – on/a April 2023

 

    

The PFM Maldives Activity is 5-year, cost-plus-fixed-fee contract funded by the United States Agency for International Development (USAID). The Activity seeks to develop the capacity of the Government of Maldives (GOM) such that it can achieve the following objectives: 1) Establishing and implementing a transparent and accountable budgetary system that leads to improved national budget allocations and management; 2) Identifying and implementing efficient public investments in services and facilities; and 3) Mobilizing sufficient public revenue, commensurate with public investments and services. PFM Maldives will work with the Ministry of Finance (MOF), the Ministry of National Planning, Housing and Infrastructure (MNPHI), and other agencies as needed through strategic technical assistance and targeted project interventions aimed at improving their ability to make appropriate and cost-effective budget decisions.

 

TASKS
1.    Lead the work to prepare and develop the statistical and analytical publications released from the Fiscal Affairs Department, according to the publications calendar
2.    Assist in preparation of fiscal data in alignment with international standards
3.    Assist in the improvement of fiscal transparency and information disclosure, and lead the implementation of the recommendations in the Fiscal Transparency Evaluation Report
4.    Research on ways to minimize expenditure and work on expenditure consolidation policies 
5.    Assist in enhancing the existing fiscal and macroeconomic forecasting tools 
6.    Analyze data on major expenditure items (such as wages, pensions, and subsidies) and forecasting the long-term expenditure patterns of these items, to identify the key drivers of these expenditures 
7.    Assist in the preparation and evaluation of the national budget 
8.    Assist in GDP forecasting and other macroeconomic indicators 
9.    Compilation of revenue and expenditure forecast using Financial Programming and Policies model, assist in the formulation of the fiscal strategy and medium-term expenditure framework
10.    Assist in the preparation of Fiscal Risk Statement 
11.    Assist in the policy analysis for New Policy Initiatives and expenditure consolidation measures 
12.    Assist in setting up the framework for fiscal sustainability analysis and conduct a fiscal and debt sustainability analysis 
13.    Identify and conduct fiscal and economic analyses and research

 

QUALIFICATIONS AND EXPERIENCE 

•    At minimum, a Bachelor’s Degree in Economics, Public Administration, Accounting, Finance, Financial Management, or suitable equivalency from a recognized university with relevant experience of PFM.
•    Possess strong analytical, administrative and computer skills including proficiency in using software applications, especially MS Office package.
•    Should have strong leadership, management, and communication skills in presenting, discussing and resolving difficult issues and have ability to work efficiently and effectively with a multidisciplinary team.
