1. Organizational Background
Transparency Maldives (TM) is a non-partisan organization that endeavors to be a constructive force in society by promoting collaboration and discussion on corruption, transparency, and accountability. TM seeks to engage with stakeholders from all sectors (government, business, political and civil society, among others) to raise awareness of corruption’s detrimental effects on development and society, improve transparency and accountability in governance, and eliminate corruption from the daily lives of people. TM continues to support grassroots movements, promoting community empowerment and social cohesion.

4. Scope of Work and Guidelines:
4.1 Background
Maldives Polytechnic, which was established on April 12, 2010 by a Presidential Decree under Article 116 of the constitution of the Maldives and is the national government institution to develop, manage and provide training facilities for technical and vocational education and training. Maldives Polytechnic operates under the Ministry of Higher Education, under the ‘Maldives Higher Education and Training Act – 7/2021’. Maldives Polytechnic functions within the Maldives National Qualification Framework aligned with the principles and practices of partnership with the industry and community to provide demand driven skills development for economic growth and the needs of the people for employment. In addition to conducting training, Maldives Polytechnic provides a range of services which include administrative support, financial assistance, pastoral care, and career guidance.
Purpose of this RFP is to engage the services of a consultancy team to produce the branding of a campaign for Maldives Polytechnic and produce videos and graphics on the career profiles and pathways as well as the layout design for a brochure to attract potential students.
4.2 Objectives, Scope and Description of Activities
This agreement will support Transparency Maldives (TM) and Maldives Polytechnic (MP) to develop a campaign to raise awareness and educate the public on the available courses and career pathways, produce promotional material to attract prospective students, as well as work towards reducing the stigma attached to tertiary vocational education.
The objective of this agreement is to:
• Develop the branding of the campaign
• Produce graphics and videos on career pathways and profiles for ten thematic areas
• Design and develop a layout for the prospectus.
